First Half Fiscal Year 05 Time and Effort Process
To T & E Administrators,
We plan on rolling out the First Half H1 FY 05 Time and Effort process to the Professional Faculty staff during the week of July 18 - 22. As customary please go online and review the T & E data for your Professional Faculty personnel.
Some things to consider are:
* Salary is on a gross dollar basis and represents six months worth of salary for the period H1 (Sept 04 - Feb 05).
* Please note that trainee stipends are not captured as salary for the purpose of this exercise.
A. Personnel Roster
Does my personnel roster reflected in the T & E system make sense? If not please inform Jeff Berliner and myself so we may reclass these individuals to their correct departments. Please keep in mind we go by primary Faculty appointments to assign to T & E department.
Some new operating considerations are:
B. Terminated Employees (Reporting Half)
For Faculty who were terminated during the Half please review and approve their Time and Effort since they are no longer here to comply. To approve these terminated individuals log onto the Administrators Web site and see instructions below:
* Click - List Faculty
* Choose (Year - 2004 - 2005 & Period - H1) and continue
* A list will be generated - Approve - Terminated Status employees.
* Print out a copy as needed.
Employees terminated Mar - May 05 - For your information please note there are six employees on the attached Excel sheet who may appear as Active in the system. Please review and approve their Time and Effort as well since they are no longer here to comply.
C. Graduate Assistants & Teaching Assistants
Please review and approve T & E for Graduate Assistants & Teaching Assistants in your departmental roster. This change is a result of comments received by you during the last T & E cycle. The current thinking is that these individuals may be regarded as "professionals in training" and therefore treated like Non-Profs in the Professional sector (i.e. the administrator may approve Time and Effort for these individuals).
Please see attached Excel sheet for Graduate Assistants & Teaching Assistants (job codes 20036 & 20016, respectively) to approve those individuals in your department.
D. Salary cap increase
We are adjusting our salary cap for H1 FY 05 to correspond to the NIH salary cap. We will be using $88,585 for the half year or $177,170 for the full year. A separate set of instructions targeting these individuals will cover how they ought to be reporting their Time & Effort with compliance in mind. This should be ready prior to our H1 request to the Faculty.
Please confirm by return e-mail by July 15 that you have performed your preliminary review items (A - C above) so we can proceed with the Faculty rollout. Also please refrain from instructing your Faculty to go on line for the H1 FY 05 reporting cycle until your review is complete.
As usual we intend to communicate the start of the H1 FY 05 T & E cycle to the Faculty during the week of July 18 - 22. At that time web instructions will be sent by us to the Faculty members so that they can access their data on the web. Our hope is that the enhancements noted above will go a long way in making the process more efficient for the Faculty responders and ensure a better and more timely reply rate.
