Dr. Costa received his Ph.D. in Pharmacology and Biochemistry from the University of Arizona Medical School, Tuscon, AZ, 1976

Dr. Costa was a Postdoctoral Fellow at the University of Arizona Medical School in Tuscon 1976-1977

Dr.Costa is a member of the Board of Associate Editors and a member of the Editorial Board for the NIEHS Environmental Health Perspectives; a member of the Editorial Board for BioMetals and Biological Trace Element Research; a member of the Editorial Advisory Board for Toxicology and Applied Pharmacology; and Associate Editor for Cell Biology and Toxicology. He has served on numerous study sections including the NIH Toxicology study section, Chemical Pathology and has recently chaired a study section for NIH Health Disparity Center Grants. He is a member of the following scientific organizations: American Society for Cell Biology; American Society for Biochemistry and Molecular Biology; Society of Toxicology (SOT); American Association for Cancer Research (AACR)
