  1. Preamble
    Eligibility and Selection of Residents - In accordance with the ACGME Institutional Requirements the Sponsoring Institution must assure that all enrolled residents are eligible as defined below. Institutions and ACGME-accredited programs that enroll non-eligible residents will be subject to administrative withdrawal. The Sponsoring Institution must have written policies and procedures for the recruitment and appointment of residents that comply with the following requirements and must monitor each program for compliance.

  2. Definitions
    1. ACGME - Accreditation Council for Graduate Medical Education
    2. Sponsoring Institution - NYU School of Medicine
    3. LCME - Liaison Committee on Medical Education
    4. AOA - American Osteopathic Association
    5. ECFMG - Educational Commission for Foreign Medical Graduates
    6. NRMP - National Resident Match Program
    7. Fifth Pathway Program - A period of supervised clinical training for students who obtained their premedical education in the United States, received undergraduate medical undergraduate abroad, and passed Step 1 of the US Medical Licensing Examination. After these students successfully complete a year of clinical training sponsored by an LCME-accredited US medical school and pass USMLE Step 2, they become eligible for an ACGME-accredited residency as an international medical graduate.

  3. Policy
    1. Resident Eligibility:
      Applicants with one of the following qualifications are eligible for appointment to ACGME-accredited programs:
      1. Graduates of medical schools in the United States and Canada accredited by the LCME.
      2. Graduates of colleges of osteopathic medicine in the United States accredited by the AOA.
      3. Graduates of medical school outside the United States and Canada who meet one of the following qualifications:
        1. Have received a currently valid certificate from the ECFMG prior to appointment or
        2. Have completed a Fifth Pathway Program provided by an LCME-accredited medical school.
    2. Resident selection:
      1. The Sponsoring Institution must ensure that its ACGME-accredited programs select from among eligible applicants on the basis of their preparedness, ability, aptitude, academic credentials, communication skills, and personal qualities such as motivation and integrity. ACGME-accredited programs must not discriminate with regard to sex, race, age, religion, color, national origin, disability, or veteran status.
      2. In selecting from among qualified applicants, it is strongly suggested that the Sponsoring Institution and all of its ACGME-accredited programs participate in an organized matching program, such as the NRMP, where such is available.
    3. Appointment
      1. Renewal of appointments will be dependent upon satisfactory demonstration of clinical competence and professional standards as determined b oral and written evaluation of competence by the faculty and teaching staff and the approval of the Department and House Staff promotion committee.
      2. The appointment of a House Staff Officer shall be based on his/her appropriate Post-Graduate year (PGY), which shall be determined as follows:
        1. A House Staff Officer who has not completed at least one year of service in an ACGME approved training program shall be placed at the PGY-1 level.
        2. A House Staff Officer who has completed one or more years of service in an ACGME approved training program in his/her specialty shall be placed at the PGY level which equals the number of such years of service plus one (e.g., a House Staff Officer who has completed two years of service in such training program shall be placed at PGY-3). A House Staff Officer required to spend a prerequisite period of service in an ACGME training program in a specialty other than that in which he/she is serving shall be classified on the basis of cumulative years of such service. However, in the event a House Staff Officer changes his/her specialty, he/she shall receive a maximum credit of two years for prior service in such other ACGME approved training program.
        3. When some of the prior service of a House Staff Officer has been in a non-ACGME approved training program, only time completed in a ACGME training program shall be counted toward, such credit for additional compensation. Additional credit for non-ACGME approved training shall be determined by the Program Director in collaboration with the Associate Dean of GME and the Director of the HSAO at the time of appointment. If, after such determination, a Specialty Board should grant increased standing or credit, then an appropriate adjustment shall be made in the PGY level retroactive to the appointment date preceding notice of such adjustment.
