GOVERNANCE OF THE NYU-HHC CTSI
The CTSI provides a matrix for the promotion of clinical and translational
research. Members of the CTSI come from HHC and all departments within the
NYU Medical Center, Rusk Institute of Rehabilitation Medicine, NYU School
of Medicine, NYU College of Dentistry, NYU College of Nursing, Nathan S.
Kline Institute for Psychiatric Research, NYU Hospital for Joint Diseases,
Courant Institute of Mathematical Science, Graduate School of Arts and Sciences,
Polytechnic Institute of NYU, The Veterans Affairs New York Harbor Healthcare
System, Steinhardt School of Education, Stern School of Business, Wagner
School of Public Service, Skirball Institute of Biomolecular Medicine, Peter
D. Seligman Center for Advanced Therapeutics, and Bluestone Center for Clinical
Research and have their primary appointments in either the CTSI or their
home Departments/Schools/Colleges. Membership in the CTSI is by application,
and the primary eligibility requirement is an interest in clinical and translational
investigation. Governance is provided by the following committees:
CTSI Executive Committee (EC). The CTSI EC, which
includes the Director, Co-Director, HHC Executive Liaison, Program
and Resource/Core Directors of the CTSI, Senior Faculty, Administrative
Director, HHC Administrative Liaison, and a community representative,
has responsibility for and authority over the space, resources and
members of the CTSI. The EC meets monthly to provide financial oversight,
set goals, authorize projects for utilization of CTSI resources, review
performance metrics and achievement of milestones, identify and address
under-utilization, inappropriate use and low productivity. The EC reviews
pilot projects, KL2 and TL1 applicants, as well as ongoing utilization
of resources by clinical and translational studies. Each CTSI resource/core
has a small committee for operations and oversight that reports to
the EC through the Director of that resource/core. These committees
work with the resource/core leadership to assure smooth operations,
responsiveness to investigators and changes in the field, review of
performance metrics and achievement of milestones. The Directors, Program
Directors and the Directors of the resource/core components and sub-components
of the CTSI are appointed from the participating units of NYU and HHC.
CTSI Scientific Review Committee (SRC). This
committee reviews and prioritizes projects submitted
for CTSI support. It is composed of senior translational science and
clinical faculty and fosters collaborative research by pointing out
potential synergies between clinical and translational projects. Protocols
are approved and rated according to scientific merit and resources
assigned within general parameters set by the EC. A scoring system
similar to that used for NIH grant reviews is utilized for the purpose
of proposal review. Minutes of the meeting are taken and provided
to the CTSI EC.
CTSI Steering Committee (SC). The CTSI SC is
chaired by Dr. Robert Berne, NYU Vice President for Health Affairs,
and is composed of senior School of Medicine faculty, Deans or their
representatives from the participating NYU schools and colleges, and
HHC representatives. The SC oversees the operations of the CTSI
through oversight of the CTSI EC. The Director and Co-Director report
directly to Dr. Berne on an ad hoc basis. They also provide a written
report documenting progress towards achieving the CTSI goals to Dr.
Berne and the SC for the annual SC meeting. At this meeting the SC
evaluates the finances, allocation of resources, securing additional
funds, membership, new research directions of the CTSI, and progress
in meeting the CTSI goals.
CTSI External Advisory Board. The
CTSI External Advisory Board assembles yearly to provide advice to
the leadership of the CTSI regarding strategic directions, successes
and failures over the past year, needed improvements in process or
personnel and degree of success in meeting its stated objectives.
A Central Administrative Core assures appropriate administrative
support for all of the functions of the CTSI. This core coordinates hiring
of personnel, maintains faculty membership lists and assures the prompt communication
of proposals to appropriate committees for review. The administrative core,
with the assistance of the Medical Library, maintains an archive of studies supported
by and utilizing the resources of the CTSI. An educational coordinator assures
the smooth function of the education component of the CTSI.
